What does this red dot mean on level meters?

That should be MIDI activity.

NIFOR, but there is a "MIDI inspector" view accessible from the MIDI editor. I think that should let you know what's happening. I think you can get the ME to show you CC avtivity if you open more CC lanes up in it. Sorry I can't help more, but not near REAPER manual either... >

I think it is MIDI INPUT activity on the track. Try also setting in preferences VU Meters "Show midi velocity on track VU"

CCRider is doing it. Change "update per beat" to 1. You should see it blinking. Put ReaControlMIDI after it and check the log.
